
Almost all (87%) of those who have implemented PNRR projects and are making them concrete in the water sector in Italy complain about overly complex procedures in the monitoring and reporting phase. As part of a survey commissioned by BFWE (BolognaFiere Water&Energy) at the last edition of Accadueo, the Centro Studi Enti Locali questioned about 50 ‘implementing subjects’ who must make PNRR-funded projects concrete, and for 33% of them it is not easy to find information and communicate with central administrations. The 18th edition of Accadueo, to be held from 7 to 9 October 2025, will also be an opportunity to explore many of the key issues related to the PNRR, but not only: the Centro Studi Enti Locali and BFWE have renewed their partnership, which includes the presentation of new research on the management models that have proven to be the most efficient in the field of water resource management.
‘The PNRR funds represent a very important lever for the water sector,’ says Paolo Angelini, Managing Director of BolognaFiere Water&Energy, ‘so much so that more than 6 out of 10 works, according to the analysis of the Centro Studi Enti Locali, would have been realised in any case in the next 3 years, while the 57% of the works had already been planned before the funds became available. The possibility of comparison that Accadueo offers to all operators in the supply chain - over 100 companies have already been confirmed - will be fundamental for creating future calls for proposals that are increasingly clear and efficient’.
More than 40% of those who have designed and are carrying out projects in the water sector financed through PNRR consider them to be necessary and of primary importance. It is therefore strategic for the country, as shown by the research by the Centro Studi Enti Locali carried out for Accadueo, to overcome the complexity of the procedures to complete the projects and obtain the necessary financing: without the latter, only 15% of the sample would have carried out the works independently.
‘Over the years, the implementers of the PNRR projects have repeatedly denounced the lack of flexibility in the reporting methods for the works. For this reason,' says Nicola Tonveronachi, CEO of Centro Studi Enti Locali, ‘our research activity aims to identify which are the most virtuous management models in the field of water resource management and how those most in difficulty are moving to respond to the criticalities encountered. To give a few examples, in the spring of 2023, the Operating Manuals for data entry were still missing, there were frequent and numerous criticalities in the authentication phase of the responsible officials, and the system was often updated/amended to remedy the various errors that emerged over time, and all this has often left operators kind of lost. Finally, a major issue that has troubled entities, especially the smallest ones, have been delays in disbursing payments to implementing entities, right from the start. This latter theme has been partially but not entirely resolved by the regulatory interventions implemented’.
At the last Bologna edition in 2023, Accadueo hosted over 400 companies with more than 8,000 trade visitors. From 7 to 9 October, there will be no shortage of opportunities for in-depth analysis with conferences and workshops involving national and international experts, as well as exhibition spaces dedicated to the most innovative solutions for tackling the challenges related to the sustainability of the water cycle. In addition, topics related to digital transition, European regulations and funding available for the sector will be addressed.
