Recent studies by the Energy, Gas and Water System Authority AEGGSI have revealed an increase in investments of more than half a billion euros, up from 961 million euros of actual spending in 2012 to 1,490 million euros in 2015. This is a result of the new tariff system introduced in January 2014, which guarantees water operators greater certainty and higher revenues in relation to the actual investments.
The turnaround is clearly underway in three quarters of the country, particularly in northern and central Italy, but is slow to take off in the south, where entire regions or ATOs (“Optimal Territorial Areas”) have not yet fulfilled their obligations in terms of organisation and unification of the water service and therefore do not comply with the authority’s new rules. This applies to 32% of the total population and also includes some areas in northern Italy (Liguria and Lombardy).
