New technologies and economic regulation

The workshop has two main goals: the first is to briefly outline some solutions which are technologically advanced and readily exploitable by water systems operators. The public utilities sector is experiencing a phase of radical change, thanks to the adoption of new technologies that enable to deeply innovate the manages of all the stage in the value chain.

Besides, the workshop will be the occasion to assess to what extent economic regulation can facilitate the efficient implementation of these innovative solutions.

Driven by this twofold aim, the workshop will start with some evidences submitted by operators who are active in advance technologies at international level and it will move forward with a discussion among water system operators and regulators working within different European institutional contexts.

The conference makes participants more aware of the latest strategies for managing rainfall in urban areas and the design criteria and types of equipment suitable for that purpose. Starting from the impact of climate change on urban water systems, it describes the instruments for monitoring sewage systems, the technologies for sustainable, resilient urban drainage, and the computer hardware and software for designing, modelling, and operating the various components of sewage systems.

Trenchless technologies as a solution for renewing national water infrastructures

Average leakage in pipe networks in Italy is estimated between 30% and 40%. Water networks and sewage pipes that date back more than 50 years account for over 25% of detected leakage cases. Renovation investments have become a priority, in accordance with Law 205/2017. The law strictly emphasizes how urgent it is to adopt a "National Plan for Interventions in the Water Sector", with a focus on aqueduct maintenance.
The use of trenchless technologies provides profitable solutions that benefit both the environment and the community.
Do Administrators of Water Services currently take advantage of these technologies in compliance with technical quality requirements (as specified in the AEEGSI 917/2017/R/idr resolution)? Do sector-specific organizations and ARERA, the Italian regulatory authority, understand the potential of this technology?
Our seminar will present concrete case studies provided by sector-specific companies with relevant background and experience.

Communicating and Sharing the Value of Water: test cases

This seminar proposes to use the instruments of social sciences and communication to analyse some cases in which the symbolic and material value of water is conveyed through a variety of tools, from those related to training and information to those linked to the active participation of users and suppliers. The former concern more classic initiatives such as advertising campaigns and environmental education courses, while the latter are rarer and regard simulations, public debates, and proposals for crowdfunding. Many cultural centres in Italy focused on the value of water have undertaken the first type of actions. This seminar intends primarily to find and comment on cases of the second type.

Preventing corrosion in water networks

With the resolution on the technical quality of service (RQTI Res. 917/2017/R/idr), in effect since the start of this year, ARERA (Italian Regulatory Authority for Energy, Networks and the Environment) has established minimum service requirements, introducing incentives for reducing losses in water networks. This is certainly a first important step toward a more modern, efficient management of the water system. But losses can be reduced not only by detecting and eliminating them, thought this is important. True improvement of service quality requires a new approach to the design and operation of the networks that will prevent losses and monitor the maintenance status of the pipelines: cathodic protection, along with a careful choice of materials and linings becomes a necessary approach to prevent corrosion in metallic pipelines.
The APCE association, which for over 30 years has been spreading the culture of corrosion prevention in networks, is therefore offering an opportunity to familiarize all utilities with the techniques, criteria, and technologies for protecting the pipelines and the precious resource they transport: water.
